Yes, that's why I like it in Poland. And No, because of history there is a similar reaction against the state as in Poland (against Prussian or Catholic or other state opression)
and this is the point. (and this is why I love the title of that article "Clothing verboten at German hotel")
Natural authoritarian reaction to think it's a way of parenting in order to protect the unknowing ones. Of course that's was embarrasses people who can actually use their brain and are able of "common sense".
