Yeah, now that you say it, I realised that they weren't served anywhere else. Plus the name 'hash brown' sounds kinda American. Still was too lazy to check & avoid displaying my blaring ignorance ;P

The better restaurants don't do that. You won't find any surówki at Tandoor Palace in Warsaw or Taj Majal in Gdynia.
However, I'm always dismayed that the excellent vietnamese fast food joint in Warszawa Centralna insists on serving surówki with the fantastic food they rustle up fresh in minutes. There's so much of it and it's so good that there really isn't any call for surówki... it always ends up in the bin. What a waste!
