It's a pure stupidity.
Why?
The slogan might be easy to understand, but the message is not clear.
Besides, Hitler is not a part of our daily life.
This campaign, in a sense, targets the young people (at least this is what I see when I look at the printed material and the TV ad).
And if you ask a young lady, she'd say "Eww, I'd NEVER sleep with someone who has a slight resemblance to Hitler/Saddam/Stalin, that's gross" and skip the 'message'.
Also the message is only for girls, out there. Where's MY mass murderer? :P :)
In order to be impressed and/or shocked, human brain needs more relevant symbols and messages - we don't think about massacres and genocides when we're having a party, for example.
As Aneta said, this ad has no relevance.
Same thing applies to some Polish ads, in which pet bottles of waters and soft drinks starts to dance, deers starts to sing together with weasels.
No ad stops anything. No ad sells anything. Ads show ideas.

YOU (as a copy writer) need to have an idea, but an ad HAS TO sell something. That's why there are people hired with titles "Creative Director" and "Brand/Marketing Manager".
Shit loads of budgets are not spared to have fun for 15, 30, 60 seconds on the national TV etc.
The idea here is that if you pass hiv to someone, you probably kill this person and every person further in the chain. Because aids is a mass murderer.

No, the message here, in this ad/campaign is "Don't have sex" or, "Make sure the guy doesn't look like that famous asshole".
Kidding, for sure, but the message is very blurred. This is what I think.
It's a very good idea. Not a great one, but a very good one.

(Other than, yes, `we should be protected somehow`, although I'm not sure how you got it from THIS campaign...)
