It's a problem not only in the UK, due to loopholes but mainly to the lex retro non agit rule. Nothing will change in the nearest future. Lawyers keep working on the implementation of new laws but there's always the issue of human rights, which sometimes protect the criminals to a higher extent than the victims.

It's also connected with the liability of states under international law, which might be a real financial burden, so the states are not so much interested in solving the problem.
