ArcelorMittal monitors pre-painted coil imports into Europe
European steelmakers are facing threats of “aggressive” imports, André Coustenoble, general manager
for marketing and market intelligence at ArcelorMittal’s flat carbon Europe division, indicated at the Dow
Jones Metals Colloquium last week.
ArcelorMittal is particularly concerned about imports of pre-painted coils, especially into southern Europe,
Coustenoble said in answer to a question from Steel Business Briefing at the meeting in Paris. These
imports come predominantly from India and China, he noted.

able to alert the European Commission if they seriously destabilise the internal market and also
demonstrate the risk they pose to employment in Italy and Spain.
Pre-painted steel is high value added and so more labour intensive, which makes it difficult to compete with
producers in low-wage economies, Coustenoble explained. The competitiveness of European steelmakers,
notably in Germany and France, is “handicapped” because their labour costs are considerably higher than
those in Asian countries like India and China, he emphasised.
At the same time, pre-painted steel is not so innovative or technically demanding that it cannot be
reproduced in these developing countries, and there is a portion of the market that is not very exacting in
terms of product quality and performance, Coustenoble added.
Prices of pre-painted coils are traditionally more sensitive to import offers, as there is overcapacity in
Europe, an executive at another European steelmaker told SBB. Offers from China and South Korea made
at the end of March for July delivery were €100/tonne lower than prices he had achieved for second quarter
delivery, he noted.
