The situation around BIM has dramatically changed within the last year after President’s Council on Modernization of Economy analyzed situation in construction industry and gave an order to develop a national staged BIM implementation plan.
Our working group prepared a holistic plan, which covered many areas and proposed BIM mandate from 2020. After review in various Government departments (ministries) the plan got much shorter and not so ambitious as its original version. Nevertheless, it was approved on Dec 29, 2014. The key organization in the plan implementation is Russian Ministry of Construction.
So current version of the plan includes the following activities and milestones:
1. Pilot projects selection (March 2015 - now)
2. The projects’ review by regulation/permitting agencies (April – November 2015)
3. Analysis of current legal and technical norms to be updated to remove barriers for wide BIM adoption. Conclusion – Dec 2015
4. Legislation and technical norms update – Dec 2016
5. Standardization. A set of 7 ISO BIM standards translation and registration in Russia – 2015.
National BIM standard development – 2016.
6. Education. Program development - 2017.
Currently the plan does not assume central BIM mandate. But with fast growing BIM awareness and recognition on Russian market some public clients will start requiring BIM and already started.
Legal infrastructure for BIM is also being developed these days. We already developed some draft standard contracts for BIM projects, made legal analysis for public procurement of BIM projects via current contract system, etc.
As a result, we’re gaining momentum towards wide industry BIM adoption in addition to quite a number of successful cases of BIM implementation at particular companies. A couple of state project appraisal/permitting agencies are accepting BIM models in addition to traditional set of documentation in digital formats.
