It depends on the crime.

If you're not able to handle the situation by yourself (when it is out of your hands, when you have a grown up kids), you will have to pass it on to somebody or to some institution which can.

But there are some crimes, a kid could never imagine it as a "bad thing".

I would do the same (as that mother in the news). While feeling eshamed myself for bringing up such idiots.

Quite often on the news you see such lads going to court, and the family are right behind them, jeering the prosecution and supporting 'their boys'. You have to remember how the offenders became the people they are. Frequently parental influence is the cause.

Just for info, there was the story of a man who killed his daughter in Iraq because she had a crush on a British soldier. In fact there was no relationship, just her dreams.
When the father started attacking her the mother called her too sons to help their sister. They simply joined in and helped dad to kill her.
The police let the man go after a few hours. They understood why he did what he did.

The woman left her family in disgust and went into hiding.

This happened a few months ago. A couple of days ago she was shot dead.
Not quite connected, but she turned against her family and died because of it.

But there are some cases in which mother helps the killing, and sometimes it is (killing) initiated by the mother.
That's the freaky ignorance stuff.

Is it generally frowned on in Poland to report people for petty infringements of rules?

There is a general distaste between Poles when it comes to representatives of the law, it's rooted in Poland's not so far past.

As per protecting kids. There are a lot of laws that make absolute no sense to me, depending on which law it would be that they have broken.

One thing is, if it was one of my kids, you wouldn't find me assisting. I liked the approach that my father had with me. When I was 15 years old he said: "you are old enough now to make certain decisions, every decision that you make will have a barring on your life sooner or later, if you want to do something illegal and get caught knowing damn well that you shouldn't be doing it, don't call me to get you out." It worked.

Now, I'm not big on legal issues, but isn't it true that anyone who is aware of an act of crime having been committed is by law obliged to inform the police about it? I mean, isn't failure to do so regarded as somewhat subversive and therefore punishable?

You're right Sylwia, that's a good point.
There's a technical term and application called "citizen's arrest" in English speaking countries.
We -regular people- should report when we see a 'crime'. I think that is the way how it should be.

It becomes more difficult when you are an official witness, or the criminal knows that it was you that shopped them in. A thug (and their connections/friends/family) isn't necessarily going to accept that they were in the wrong and that it was your duty to get them arrested.
It takes bravery or perhaps overly quick and naive thinking to tell the police. Depending on what the matter is I don't know if I'd want to be involved.

In the UK I don't think that petty 'grassing up' is so unheard of. If you know a neighbour is claiming benefits for a bad back, whilst going out working for a friend as a builder then why not let the authorities know? Who's money is he/she stealing anyway?

That's true, I don't think I'd want to either. There was a good article in Polityka about it and it seems like being a witness is no fun at all. A witness (at least in Poland) receives protection that is next to none, the actual criminal enjoys many more rights. No wonder people suffer from sudden 'amnesia' when it comes to interrogation.

Hmmmmm. I don't know. I'd be tempted and I don't think I'd criticize someone for doing it.
All of society pays for one person's selfishness and it isn't right.
However, I, perhaps like you, get obsessive about things, and sometimes I am better off backing off rather than going on crusades as I get carried away. Unfortunately though I don't necessarily think so rationally during the heat of the moment.
