Presidents of Venezuela and Panama Endorse Joint Declaration
During the visit, both presidents held warm conversations about different bilateral and world matters, and reaffirmed the friendship and cooperation ties uniting both Bolivarians countries and people.
The President of the Republic of Panama, Martín Torrijos Espino, visited Venezuela on Match 3rd, 2009 after an invitation extended by the President of the Bolivarian Republic of Venezuela Hugo Chávez Frías.
During the visit, both presidents held warm conversations about different bilateral and world matters, and reaffirmed the friendship and cooperation ties uniting both Bolivarians countries and people.
In this sense, they recalled their last meeting in 2006, when President Hugo Chávez attended the commemoration of the 180th anniversary of the Amphictyonic Congress of Panama, where the heads of state seized the opportunity to strengthen their ties of fraternity by endorsing several cooperation agreements and projects, which have allowed deepening their bilateral relation:
Venezuelan-Panamanian Joint Commission
The presidents committed to promote, in the first semester of 2009, and held the High Level Joint Commission provided for by the Cooperation Framework Agreement, as well as the political consultation mechanism, endorsed on June 2006 on the occasion of President Chávez’s visit to Panama.
Energy Cooperation
The Republic of Panama declares its intention to join Petrocaribe, and it will fulfill the entry requirements established in the statutes of this body.
With immense satisfaction, the Bolivarian Republic of Venezuela takes note of the intention expressed by the Republic of Panama, and understands it as a sovereign decision that will contribute to strengthen the cooperation ties among the Petrocaribe member countries.
The presidents take note that the Memorandum of Understanding on the Supply, Management and Storage of Hydrocarbons endorsed by the Ministry of Trade and Industries of the Republic of Panama and the Ministry of Energy and Oil of the Bolivarian Republic of Venezuela on June 22nd, 2006 is still in force.
Such MoU aims to carry put all the activities related to the logistic management of hydrocarbons, including the supply, storage, distribution and transportation in the Republic of Panama once all the legal requirements are fulfilled. The presidents expressed their interest in continue studying the possibility of establishing a binational joint company to materialize the project.
Bilateral Cooperation
Both heads of state reviewed common matters and highlighted with satisfaction their wish to endorse soon the agreements negotiated by both parties in the diplomatic, cultural, educative, air and labor fields.
They gave special importance to the fight against drug trafficking; this is the reason why they ordered the respective national bodies to update the legal instruments and deepen the advancements in this fight.
In order to support Panamanian small and mid-size producers and guarantee the food security of the Venezuelan people, the presidents ordered their ministers to establish a mechanism to exchange Venezuelan fertilizers and Panamanian agricultural products. To that end, appropriate measures will be established to make this exchange easier.
Cultural Cooperation
Within the framework of the principles that have historically encouraged the fraternity between these two peoples, both presidents ratified their interest in deepening the knowledge and spreading both countries’ cultural and artistic values in order to consolidate solidarity, integration and multicultural identity.
Environment
Both presidents are the opinion that all states should improve their response to climate change within the framework of a multilateral and effective just effort by taking into account the principle of shared, but different, responsibilities, capabilities and national circumstances.
Air Transportation
The presidents expressed their interest in endorsing an agreement between both countries to formalize the granting of regular air navigation frequency licenses.
Cooperation in other areas
The presidents reaffirmed the interest of their governments in promoting cooperation in fields such as health, education, fight against poverty, culture, social and labor, energy and the fight against drugs. Likewise, they committed to lead the search, through each government’s authorities, for new cooperation and interdependence areas.
United Nations
Both presidents reaffirmed the principles and objectives established by the Charter of the United Nations and underscored the need of promoting a more democratic and participative international system with clear rules, particularly in the UN Security Council, principal organ in the field of peace and international security.
International Financial Crisis
When examining the international financial crisis, the presidents highlighted the efforts made by the region’s country to face and reduce the effects of the crisis. They are convinced that the best way to do it is by undertaking binational actions and economic integration. In this sense, they committed to explore regional initiatives to find sovereign solutions for their respective nations.
Bust of General Torrijos
The President of the Republic of Panama deeply thanked for the unveiling of a bust of General Omar Torrijos, the architect of the Torrijos-Carter Treaties, through which Panama recovered the sovereignty over the Canal. He also described this act as an honor to his people and government.
Gratitude
President Martín Torrijos thanked the people and government of the Bolivarian Republic of Venezuela for the hospitality he received during his visit to the home town of the father of the Homeland and Liberator, Simón Bolívar."
