Venezuela, Japan Endorse 12 Strategic Energy Cooperation Agreements
A total of 12 strategic energy cooperation agreements, which will be introduced in the Orinoco Oil Belt, were signed by the governments of the Bolivarian Republic of Venezuela and Japan.
The agreements endorsed in Tokyo included:
• Four memoranda of understanding on the proposal of participation in a joint venture aimed at the Gran Mariscal Sucre Project between Petróleos de Venezuela, S.A. (PDVSA) and Marubeni, Itochu, Mitsubishi and Mitsui.
• A memorandum of understanding between PDVSA and Jogmec to develop energy cooperation, aiming to develop joint cooperation projects in all the chain of production of hydrocarbons.
• A PDVSA authorization for Mitsubishi to take steps toward investing US$ 750 million in a deep conversion project in the Puerto la Cruz Refinery, and for Itochu to invest the same amount in the deep conversion project in the El Palito Refinery.
• An agreement for a joint study on the Junin Bloc 11 of the Orinoco Oil Belt with the participation of PDVSA, Mitsubishi, Inpex and Jogmec to explore the possibility of establishing a joint project to develop hydrocarbon resources.
• A memorandum of understanding between PDVSA and Marubeni to conduct a joint study on the potential financing structures to develop industrial facilities for the complex of extra-heavy oil upgraders of the Carabobo and Junin blocs of the Orinoco Oil Belt.
• A memorandum of understanding between Pequiven and Marubeni to assess the possibility of developing olefins and polyethylenes in the Ana María Campos Petrochemical Complex, a new fertilizer plant of the Jose Complex, and the Paraguana refining complex.
• Pequiven and Motsui approved a memorandum of understanding to develop the potential structures to finance petrochemical projects in Venezuela and to allow Mitsui’s participation in these projects.
• Pequiven and Mitsubishi signed a memorandum of understanding to assess the possibility of establishing petrochemical projects in areas of production and trade of ammonia, urea, polyolefins and methanol in the Jose Complex.
All these documents were inked by the Minister of People’s Power for Energy and Oil Rafael Ramírez and the representatives of the companies involved in the agreements.
Japanese-Venezuelan Strategic Fund
President Hugo Chávez proposed the creation of a Japanese-Venezuelan strategic fund to contribute to promote Japanese investments in the country, as well as technological development.
During his meeting with Japanese businesspeople in Tokyo, the Venezuelan president indicated that this kind of working instruments point at a firm conviction about having an economic, strategic, gas, oil, industrial and financial alliance between Venezuela and Japan.
"We aspire that Japan’s investments and technological participation in Venezuela speed up and get stronger every day since our country is in the best condition to carry out an association with this great nation; therefore, we are organizing the Orinoco Oil Belt in blocs, and we have come here to invite Japan to participate in this Venezuelan space,” stressed President Chávez.
Likewise, he recalled that the world is undergoing a crisis with global and colossal dimensions forcing nations to encourage their creativity and become more dynamic and efficient regarding the planning and carrying out of projects in order to achieve bigger spaces for our interdependence and alliance.
“We have already established a Japanese-Venezuelan commission to draw a map of relations for the coming years. Venezuela aspires to supply 1 million oil barrels per day to Japan in the future because we have the world’s largest oil reserves. Furthermore, we will be able to start exporting liquefied gas to Japan and other nations within three years,” he explained.
In addition, the Venezuelan president explained that this year Venezuela may start to send 100,000 oil bpd to Japan.
“Let’s work to become energy allies. In addition to the energy field, in Venezuela there is a number of joint projects and we want Japan to participate,” he said."
