Yes, he surely is and this is a great tune Guy!
It's interesting to see how many of the DJs, I believe Tiesto is one of them, are looking for inspiration in classical music. Here is another good example: Alex Morph Walk The Edge

He is a legend in the house/techno scene - Richie Hawtin aka Plastikman, one of the pioneers of the sound, now more into the more minimalistic styles but back 10 - 15 years ago he used to rip it up with some heavy house hitters all over the world.

Is he American? I've never heard him.

Canadian, he came out of that whole Detroit scene. Pretty much beginnings of the house/techno/detroit techno sound early 90's late 80's. Paved the way for a lot of producers and djs.
