Background

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 56 participating States in accordance with the ODIHR’s political mandate. Among the ODIHR’s main fields of activities are election observations as well as a large number of assistance projects in the areas of democratic institution building, the rule of law and human rights.

Tasks and Responsibilities

The ICT Unit is looking for an IT User Support Assistant working as a member of the Help Desk team providing first level support to ODIHR staff members.

Under the direct supervision of the Chief, Information Technology Unit, the incumbent is responsible for ODIHR IT user support. Work is organized in two shifts: 8 am – 4 pm and 10 am – 6 pm. Specifically, the incumbent will perform the following duties:

Providing user advice and assistance for the standard office automation products in use (e.g. E-mail, word-processing, spreadsheets, databases, Internet browsers, workstation operating systems, printers, scanners, etc.) and ensuring that these tools are used in an efficient and appropriate manner.
Assisting staff personally, by phone or via remote access tools with technical and procedural computer problems related to the use of IT equipment and software. Identifying problems and implementing or recommending solutions; investigating possible patches and solutions.
Installing, upgrading and performing maintenance and minor repairs on computer hardware and software for the ODIHR. Testing, installing, deploying and re-deploying hardware and software in accordance with OSCE IT policies and Standard Operating Procedures.
Providing system and user support. Trouble-shooting end-user computer related problems. Identifying, assessing and solving / escalating software and hardware related problems.
Providing user advice and assistance for specialized (pre-determined) software products in use in a specific area (e.g. Adobe Writer, etc) and providing informal training.
Maintaining the Help Desk’s database of user problems and applied solutions.
Deploying and redeploying computer equipment for end users in offices and meetings. Recording location and movements of equipment in technical IT inventory database and maintaining of inventory ID labels.


Necessary Qualifications

Completed secondary education supplemented by technical training in computer science and related coursework.
Three years’ relevant professional experience in hardware and software maintenance with exposure to Microsoft products.
Experience in personal computer setup and Windows XP operating system.
Excellent knowledge of English and good working knowledge of Polish essential.
Working knowledge of Novell network services would be an asset.



Remuneration Package

Monthly remuneration, subject to social security deductions, is approximately 5400 PLN. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme (current approximate deduction for a staff member is 35 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.
