A multi-region or multi-account AWS arrangement makes encryption of volumes or AMIs challenging (AMIs). Amazon will allow you to share the keys. There is a more secure technique here, but it seems senseless to share them anyhow. A production key shouldn't be left exposed in a development account where it might be intercepted. In the event that you lose a client's key, why accept the risk? Copying unencrypted AMIs to different regions and distributing them to multiple users is by default permitted (in the same account).Source : AWS Training in Pune
