What is the best way to test someone's skill and speed in using Photoshop for retouching?

I'm looking for a standardized test (not just "show me your before and after photos") but a standard 30 minute on line test with no possibility of cheating.

If such a test doesn't exist, would anyone on this list be willing to help develop such a test.

Hmm, this isn't actually that easy as you speak. Some photos take quite amount of time, some take less. Question is, what sort of retouching you are interested in? Overall brightness/contrast/color/sharpening/cutting background retouch or skin retouching, photo manipulation (like removing staines/dust/scratches), adding some content to the photo and so on?

I'm looking for a standardized test (not just "show me your before and after photos") but a standard 30 minute on line test with no possibility of cheating.

- It's the best way imo to show your skill by showing your work.

And btw it's sometimes better to spend more time on photo and get better results. Retouching photo has it's steps, and for example some ppl after 30 mins of work are in the middle, some of them can be at the end, but the most important is the result, am I right?

But sometimes people are working too long... but i have to say that most important is the main result.

If you want to make a 30 minutes test.. show people some finished work, give them materials that they need to, and ask them to do something similar.

it's easy:
choose a picture, for ex. your mother :)
then send it to the group of people
check the results after .5h.
then choose the best work and use it as the reference :)
i wouldn't expect spectacular results after half an hour. remeber that there are the differences in the download/upload rates as well as the hardvare restrictions.
half an hour is newer the same.

All are good ideas if all can work on same pc with same tools (for exapmle - screen) - it fails if people doesn't have time for 24 hours testing with 3 pics or doesn't have tools (added later: specially plug-ins wich can make you work easier and faster but cost...)

Justyna don't realize that retouching of old pic for example for fluent in photoshop and with long term experinece can take more than 24 hours... ok ok ;-)

I think people with good skills of photoshop can be tought to do it in proper way (to use their skills to get good effects even if they didn't try retouching till now)- if it's restoring, than it's very compicated and not many people got such skills.

There is still question what kid of retouching do you mean?
