I'd like contact from comapanies and/or individuals who are Google certified and can deal with clients in English

We have many clients as per here

PMR would like to offer them Google Adwords local language services (IE running adwords in Polish if they want to attack the Polish market)

We have pretty good in house SEO Google Analytics specialists (though more are always welcome) but are not that well up on Adwords

We can either
1. hire certified adwords individuals to work for us full time on Umowa o Pracy
2. have certified adwords individuals working for us a freelancers
3. work with certified adwords companies

Our clients don't always speak Polish and often want to meet in their offices not PMRs (in Warsaw and Cracow)

The rules for individuals are not as tough as for companies

"build and maintain at least US$1,000 (or your local currency equivalent) total spend for your or your team's My Client Center account during the 90-day period. "

Individuals $1000/ 90 days

Google is not having official list, but you can find pretty fresh info here.
I'm sorry - it's in polish but you'll find first individuals:
"Indywidualni Konsultanci Google AdWords w Polsce"
and on the bottom - certified companies:
"Certyfikowane Google Qualified Company w Polsce"
