Western mass media announced that over 70 states had agreed on controversy fund. Its main premise is to win Taliban fighters of lower and semi rank over to Kabul’s government side by the use of future financial perspectives. According to diplomatic sources, quoted by AFP agency, financial contribution will reach around 500 mln American dollars in the space of 5 years…Pasja lozem ast! Cash is needed to reach peace in Afghanistan. Money proposed by Western European countries seems enormous, but in reality they are just a small percentage of sums designated for military operations. In my opinion, this fund may occur to be more sufficient than dangerous barrels all together.
When the sounds of gun shots and explosions come to an end, we will hear people’s voices. There are many opinions presenting Afghanistan as hell on this earth and this is partly true. Unemployment reaches around 40 %, citizens’ income is around 800 Americans dollars and 53% of the population lives on the verge of poverty.
However there are some opinions claiming that Afghanistan is the most dynamic developing country in the whole of Asia. It’s so optimistic when people talk about building new homes, storey buildings, mansions, supermarkets, hotels and wedding places. Bigger cities had been reconstructed, roads rebuilt, dozens of bridges on main routes recreated etc. Normal daily life routines start to come back on western, northern and central provinces of Afghanistan. Now, the time has come to pacify the west and south.
Finally, some influential people had come to a conclusion that cash can effectively help in ending war. Military actions should be used as a result of necessity and should be used with all firmness and crucial precision.
The history of modern nation state of Afghanistan is relatively short. Afghanistan was established in 1747 by Ahmad Shah Durrani, who proclaimed independence from Persia’s land. Afghanistan’s current borders, now spreads over the territory of Pakistan (this are the roots of common antagonisms between those two countries). From the beginning, all influenced rulers sitting on a Kabuli’s throne were paying off KHANS AND OTHER INFLUENCIAL PEOPLE in the country. Meanwhile, they were severely punishing those who were in opposition of making their policies. This is what king Zahir Shah and President Mohammad Daud did.
Soviet invasion had destroyed delicate political structure of the country. Money coming from Russia for Afghani communists and from US for mujahids, had divided Afghans. Further events during the time of first Kabuli government after soviet occupation resulted in domestic war which brought about the Taliban movement. Those had taken Bin Laden under their wings and his henchmen, all because terrorist had sizable amounts of money.
In the years of 1989-1996 President Rabbani was fighting with former friend Herkmair. Against those two, acting together and as separately acted “The Lion of Panjshir Province” Shah Masud and the leaders of Uzbek and harazskiej minority were pulled into conflict one by one. When I was in Kabul, I got to know that Uzbek general Dostum had made and broken alliances for seventeen times! Many times he reached peace with one side and then was breaking alliances when it was better for him or simply was bribed by the other side. Such attitude is not something new in Asia and the perpetrator is not condemned for perfidy. In Afghan negotiations, financial aspect of agreement was the most important part in a contract. While the population of the country’s Taliban’s was using weapons that were quite rare, their main source of motivation was the Koran and money.
Each trade transaction needs to be adequately addressed and should contain proper provisions which need to be fulfilled. An offer is made to address “moderate Talibans”, whoever they are.
After the last leak of information to the press, participants of leaders of Taliban council and UN representative in Afghanistan Kai Eide had met secretly on 8th of January in Dubai and were talking about possibilities of holding weapons by the rebellion. First step was made in good direction. Second step was the revealing by America of the surnames of 645 people kept in prison in Bagram. Since last September, there were 576 prisoners of which 66 people were released after inspections.
Talibans still did not speak publicly. Their demands remain the same as they do realize that if any khan or tribal leader accepts money from the West, it will automatically reduce strong movement of fundamentalists. The sooner various leaders of radical factions move over to Karzai side, the faster the peace will be reached.
Many high ranking Tabilans are on the so-called “black list”. Currently, the list contains 144 surnames of Talibs, including Mullah Omar, Gulbuddin Hekmatajar and 257 members of Al-Queda. With those nobody will make alliances or propose amnesty. This condition and the withdrawal of NATO’s soldiers demands part of Taliban’s.
Prior to London conference, Robert Gates had called Taliban movement “the part of Afghan political structure”. This is a proof that Americans truly believe in diverse powers in Afghanistan that may end the war.
The general Stanley McChrystal, main leader of NATO forces in Afghanistan said: “I do believe that each Afghan can play an important role if they focus on the future and not on the past”.
In my opinion creating a new government after the London’s conference will result in show of good will from both sides and Mr Hekmatir, Omar, Bin Laden and other radicals will fade into the background.
I also think that the most difficult problem of president Karzai will be fulfilling the condition of elimination corruption because on this area, the institution of bakshish has very strong roots in the minds of majority state workers.
Personally, I would broaden the financial field of activity of financial win over supporters of Kabuli government. I would add propaganda catch, namely renovating or rebuilding country mosques.
The founder of a mosque is being considered in Islamic culture as a person that needs to be entrusted with respect. The donator is surrounded by common peace. The cost of building one temple built from local materials would came to more less 7000 dollars.
I have heard in Poland, rumors saying that Polish taxpayers will not agree on such expenses and Polish Episcopate will condemn building mosques instead of Catholic churches.
I disagree with such interpretation.
Firstly, mosques are a part of culture, so building of the house for praying can be financed from sums reserved for whole development of education.
Secondly, Islam has its roots in Christianity and so with clear conscience, we can find to “younger brother in God” homes of praying or culture.
We all are the children of one God. La ilahi ilallah…
There’s just one little plus enclosed in my postulate.
Building a new mosque deprives Islamic fundamentalists the argument of “profaning saint Muslim land” and test of turning back natives on Christianity. Building temples would be a very important argument with enemies of Kabuli government. The more mosques in Afghan villages, the less men in Taliban units.
My theory of building rural Homes of worship seems crazy, but I am pretty much convinced about its legitimacy, because I prefer to build hundreds of mosques in Gazni than one on Polish, Prague, Kazimierz or Zaspa.
